The name of this group is China Seed Trade Association (CNSTA).
China Seed Trade Association (hereinafter referred to as the Association) is a national social organization affiliated to the Ministry of Agriculture. Founded in 1988, the association is a mass, non-profit and self-disciplined industrial organization, which carries out scientific research, production, operation, management of crop seeds (hereinafter referred to as seeds) in accordance with the law and is voluntarily composed of units and individuals related to seed industry. The association represents the interests of the national seed trade industry, is the bridge and link between the government and the seed industry, and has an independent legal personality.
At present, the association has more than 140 members of formal groups, covering all parts of the country, representing all aspects of seed trade and crop breeding, seed processing, packaging and quality control, and providing forums and advisory services for this purpose.
CNSTA business scope:
(1) Representing the interests of members and reflecting their voices;
(2) Strengthen the Self-discipline Function of the industry and standardize the behavior of seed trade;
(3) Actively develop contacts with the International Seed Trade Organization and other relevant international industry organizations, and promote international seed trade and technological exchanges;
(4) Organizing special inspection and training to explore ways to conform to international trade rules;
(5) Strengthen the training of economic management talents and improve the arbitration system of seed trade disputes in China.
China Seed Trade Association came into being in the tide of China's economic system reform. Over the years, it has played a certain role in improving functions, serving members and coordinating guidance. With the rapid development of China's entry into WTO and the process of global economic integration, trade associations should gradually establish industry self-discipline system and system, give full play to their role as a bridge and link between government and industry, and make seed trade possible. As soon as possible, the association will be transformed into an industry interest community with coordination function, negotiation function and industry restraint function, so as to timely convey the requirements of the Party and the government for the seed industry, formulate laws and regulations that must be complied with, objectively reflect the voices and suggestions of members, and safeguard their legitimate interests. Since its establishment in 1988, under the care and guidance of the Ministry of Agriculture and the Ministry of Civil Affairs, and in accordance with the Constitution of the China Seed Trade Association and the purpose of running the association, I have carried out normal work according to law and passed the examination and registration of the Ministry of Civil Affairs twice in 1995 and 1999, respectively. Recalling the four sessions of the Council and its activities, it can be divided into the following categories:
(1) Publicity, consultation and service
I will publicize the principles and policies of the Party and the government in various forms, such as publishing a special issue of China Seed Trade, running columns in Farmer's Daily, Seed World, Seed Science and Technology and Asian Seed magazine, introducing the opportunities and choices brought about by the national "seed project", modern enterprise system and WTO. Warfare, international rules of seed trade, etc., organized and hosted the "Knowledge Competition of Seed Law of the People's Republic of China".
(2) Research, training and rights protection
With the deepening of the national economic system reform, the activities of seed trade associations are becoming more and more abundant: how to make the state-owned enterprises play a bigger and stronger role under different systems, how to train their internal skills to meet the challenges, how to develop a diversified economy jointly and healthily, how to build industry self-discipline and information service network, and so on, have become the topics I will investigate and cultivate. Focus of training; Actively explore the legal service mechanism to solve the difficulties for seed enterprises to safeguard their rights.
(3) Display, inspection and exchange
In line with China's crop variety management system, I will organize multi-variety exhibition activities to promote the integration of scientific research results and market; organize investigation and exchange activities of diversified business models to provide new ideas for the extension of the seed industry chain.
(4) Go out, invite in and expand international exchanges
Since 1995, I have organized more than 100 people to go abroad, participate in international seed trade exchanges and professional visits, exchange tens of thousands of information, and have established contacts with many international organizations, such as ISF, APSA, OECD, ASTA, UPOV, ISTA, etc. In addition, I have received more than 20 countries and organizations from the United States and Japan. China visited and conducted professional visits, and co-sponsored several international forums and conferences. With the approval of the Ministry of Agriculture, the Ministry of Foreign Affairs and the State Council, the bid for the 2005 SPSA Conference and the 2009 ISF Conference was successful.
(5) International exchanges and cooperation
CNSTA has become a full member of the International Seed Trade Federation (ISF) and the Asia-Pacific Regional Seed Association (APSA) in 1995 and 2003. Maintain contact with UPOV, OECD, ISTA, FAO, ASTA and other international and regional organizations. At present, the CNSTA Secretariat has hosted the 2005 Shanghai ASPA Annual Conference and the Beijing ISF Annual Conference in 2014.
